Transport Ministry to regulate micromobility vehicle use under amended law

PETALING JAYA: The Transport Ministry will regulate the use of micromobility vehicles once the Road Transport (Amendment) Bill 2020 comes into force, says Datuk Seri Dr Wee Ka Siong.

The Transport Minister said such regulations would include mandatory registration and driving licences, and if appropriate, ban certain types of these vehicles from being used on the road.

"After it has been gazetted and becomes law, the Transport Ministry will explain the types of vehicles under this micro-mobility category as well as which ones should be licensed and registered.

"Whatever types (of vehicles) in terms of safety that are not appropriate for mixed use on the road will be prohibited for the safety and in the interest of other road users," he said on his Facebook page today.

He also shared a video of a man with a helmet riding on a one-wheel vehicle on a highway.

He said this vehicle is defined as a micro-mobility vehicle in the amendment Bill, which has been approved by the Dewan Rakyat and will be tabled in Dewan Negara for approval this month.

"This is not just any bicycle because it is dangerous, especially when it is used on the road. It has to be controlled before an accident happens – not just to themselves but also to other road users," he said.

On Aug 26, the Road Transport (Amendment) Bill 2020 was passed in the Dewan Rakyat to increase penalties for driving under the influence of alcohol, drugs and reckless driving.

According to the Bill, micromobility vehicles refer to those powered by electricity, an internal combustion engine, or human power, or human power combined with any of the previously-mentioned two with a maximum speed of 50kph.
