Maxim and inDrive can continue e-hailing services in Malaysia

KUALA LUMPUR: E-hailing service providers Maxim and inDrive can continue operations in Malaysia, following a decision by the Land Public Transport Agency (APAD), subject to certain terms and conditions.

“We are grateful for the opportunity to continue our operations in Malaysia under the supervision of the Land Public Transport Agency (APAD)," said Maxim Malaysia director Mohd Hazwan Musley.

"Maxim remains committed to delivering available, reliable, uninterrupted services while complying with regulations."

The company said it has ensured that all active partner-drivers possess valid E-Hailing Vehicle Permits (EVP) and have the opportunity to get insurance by the company's partners.

Through its platform, the company offers flexibility in terms of choosing as part-time or full-time activity.

Meanwhile, mobility platform inDrive has also received confirmation from the Ministry of Transport (MoT) and the Land Public Transport Agency (APAD) to continue operations in Malaysia, following the conclusion of a review process.

inDrive reaffirmed its commitment that all drivers on its platform are required to possess valid E-Hailing Vehicle Permits (EVP) and Public Service Vehicle (PSV) licenses and e-hailing insurance, and must pass document verification before being allowed to operate.

The company said it has since implemented enhanced internal checks and is working closely with APAD to strengthen its compliance systems.

“We are grateful to the Ministry of Transport and APAD for granting us the green light to continue our operations in Malaysia," said inDrive Malaysia country lead Govin Kumaar.

"This milestone reflects our steadfast commitment to full regulatory compliance, not just as a requirement, but as a long-term operational principle."

"More importantly, it allows us to continue supporting the thousands of local drivers who rely on inDrive to earn a sustainable income. With one of the lowest commission rates in the industry, where 85% - 90% of income goes directly to our drivers, helping them better support their families and improve their livelihoods,” he added.

inDrive’s model enables drivers and riders to agree on a fair fare mechanism and charges lower platform fees.

inDrive said it continues to ensure that all drivers operating under its name are licensed under regulatory requirements and possess e-hailing insurance.

inDrive also said it is introducing improved standard operating procedures for driver onboarding and re-verification to ensure all drivers meet updated compliance and safety requirements.

The company is also expanding its driver support and retention efforts to provide a more consistent and reliable experience for riders.

Additionally, inDrive has implemented enhanced internal audit processes to ensure driver documentation is kept up to date and platform integrity is maintained.

To further support driver development, inDrive Academy is available as an e-learning module, offering continuous education and resources to help drivers improve service standards.

Looking ahead, the company will be rolling out a new initiative to improve mobility access for persons with disabilities (OKU), reinforcing its commitment to fairness and inclusive transportation.

This programme aims to support differently-abled users through enhanced features and community engagement.

“We are committed to rebuilding with purpose and strengthening our presence in Malaysia’s mobility landscape. Healthy competition in the e-hailing space drives innovation, raises service standards, and ensures more choice for Malaysians in how they move, work, and earn,” said inDrive APAC director Mark Tolley.
