Travel restrictions lifted

PUTRAJAYA: The lifting of travel restrictions allows for movement to almost anywhere with the exception of areas that are under the enhanced movement control order (MCO).This means that travelling from areas under conditional MCO to another area under the same order is allowed.

Those in conditional MCO areas can also now go to areas that are under the recovery MCO, according to the latest standard operating procedure (SOP) listed by the National Security Council (NSC).

Police permission is no longer required before travelling to localities under the recovery and conditional MCO.

However, according to the SOP list updated by NSC on Monday, movement into areas placed under enhanced MCO requires police permission, as per existing regulation.

Kuala Lumpur, Sabah and Selangor except for Sabak Bernam, Hulu Selangor and Kuala Selangor remain under conditional MCO until Dec 20.

In Penang, only Mukim 12 and Mukim 13 are under conditional MCO until Dec 20 while Paya Terubong flats in Relau and Desa Bistari flats in Batu Uban are placed under targeted enhanced MCO.

In Perak, the conditional MCO has been lifted except for Kinta, Mukim Teja and Changkat Jong while in Kelantan, the order remains for Kota Baru, Pasir Mas, Machang and Tanah Merah.

Seremban and Port Dickson in Negri Sembilan remain under conditional MCO as with Johor Baru, Batu Pahat, Kulai and Kota Tinggi in Johor.

States that are under recovery MCO until Dec 31 are Sarawak, Terengganu, Kedah, Perlis, Pahang and Melaka.

According to the NSC, still in the negative list are tourism activities in enhanced MCO areas and travelling abroad for tourism purposes for Malaysians, among others.

“Tourism activities in green zones within conditional MCO areas are allowed with SOP drawn by the Tourism, Arts and Culture Ministry to be complied with, ” it said.

Also still in the negative list are the following activities: picnics, physical and combat sports, organisation or competition/championships, sports or recreational activities involving a large number of people, sports competition or events with the presence of audience.The NSC said that while the number of passengers in private vehicles were now according to its capacity, it continued to discourage high-risk individuals as well as children to be out in public, open and crowded places.

“As for vehicles transporting goods and essential services as well as economic and industry chain activities, the number of passengers in these vehicles will have to be as what is stated under the goods vehicles licence, ” it said.

Public transport services such as stage buses, express bus services, LRT, MRT, ERL, monorail, ferry, flights, taxi/e-hailing as well as other public transportation are allowed to operate with operating hours according to licence conditions and based on capacity of the vehicles.

According to the latest SOP list, wet markets, wholesale markets, pasar tani, pasar malam and uptown and downtown bazaars will be allowed to operate until midnight with SOP in place and monitored by Rela personnel or local authorities.
